leg enchant which i assume is missing due to the fact that you just got the pants. your weapon transmog makes up for it though, does the transmog still proc fireballs? those things were so fun to run around with at the end of bc when killing spree was new and insanely op
its a set bonus, so it only procs from the actual items not the transmog.
