I ran the test this week. I had 8/10 Elder Charm of Good Fortune on my currency tab. When I turned in the quest, I only received two instead of three charms to bring me to the cap of 10. Be absolutely certain you have seven or fewer charms before you turn in the quest -- there is no warning or prompt.
