The short story is, since you can only earn 1000 valor points per week, the rate at which you have to hit revered with any *single* faction for valor point gear is significantly reduced. If you are preparing for raiding, you need to be grinding heroic dungeons. Think about it, two weeks into the expansion, the maximum amount of valor point gear you can have is 2000 -- that's only enough to buy a 1250 or 1750 valor item. The way you should be thinking about it is, by the time you reach the cap of 3000 valor, you want to have at least one faction at revered so you can spend your valor. Just one faction.

I think Blizzard really nailed it on the head this time. You will be getting most of your upgrades from raiding and you will be spending the small amounts of valor you earn to fill in gear gaps.

And really the one faction you should be doing is the Golden Lotus. Getting revered with them will unlock the Shado-Pan and August Celestials for later, as well as providing access to gear and crafting patterns. There are no other factions with as much "bang for your buck."

Also that guy really needs a haircut. It's like a bad 80s women's perm.
