Things are going to get crazy. Sucks they are doing the 10/25 man shared lockout for ICC but not changing loot or achieves to count for both.

They made a blue post about it basically saying that they want you to have time to get used to the system before Cata, and they don't really care if that means messing up ICC raiding because they essentially consider Wotlk over, and you've had a year in ICC. : /

The 30% buff has been active since July. If it isn't done by now, it ain't getting done. Not to mention with all of the addons breaking and people relearning their classes (and in the case of Andrew, redoing their gear), I think the writing has been on the wall.

I also suspect the motivation for locking heroics is to force group/guild cohesion for the truly cutting edge content. If people could be cycled into and out of heroic mode raid IDs, top end guilds would go back to the nonsense of having 5 shamans cycled in for 1 fight, then 5 warriors cycled in for 1 fight, then 5 mages cycled in, and so forth.
With respect to the loot and achievements, since ICC25 and ICC10 still have disparity in terms of difficulty, loot and achieves should still be separate.

They also want to avoid the situation of, "okay, we're a 25 man raiding guild with 12-14 amazing players and 10-12 okay players. We are gonna kill the first 6 bosses with 25 people, and then break off into two 10 mans, with all the talent lumped into one group do progression and leave the other 15 people to fend for themselves."
Essentially they are saying, hey, you gotta pick. You are either a 25 man guild, or a 10 man guild, not 10 vs 25 on a boss by boss basis.
